So, I need to spend a couple bucks to get to the next reward tier on xbox live rewards (which I know is stupid) -- does anyone have any recommendations on things I should buy? Preference would be things currently on sale.

Yooka-Laylee looks to be a solid platformer harkening back to late N64/PS1 era gaming. It wont be out for a while though.

I'm not sure, but you can check out the Rare collection of games as well. I cant recall if they were on sale though.

Is it based on number of games you have to buy or value of money spent? Do they also have to be available physically?

Other wise basically all the Indie Games, Flame in The Flood, Abzu, The Banner Saga, any of the Telltales games, Bastion, Armello, Betond Eyes, Child of Light, Earthlick, Grow Up, Hyper Light Drifter, Jotun, Kingdom New Lands, Lovers In A Dangerous Spacetime, Ori and the Blind Forest, Rocket League, Unravel, Valiant Hearts.

So many.

Its just value. I pretty much need to buy $45 of stuff. Thanks for the suggestions guys, I should be able to pick something out of those!
