They AREN"T punished by Bungie. Only Halocharts.
Shishka has posted several times saying that, if he could do so within the framework of Halo 3, he'd ban not only objective holders, but also trash talkers, t-baggers, and HLG-type players.
Something I've always thought was interesting, is that in every game I've played with a Bungie player, it's impossible to tea-bag them.

Heck, this thread could probably be closed, because the original premise behind it was that Bungie were going to ban their use on Lost Platoon, and that turned out to be a joke.
