Sort of, except that your stats tend to get worse as you play more.
My K/D in Halo 3 only ever went down as far as I know, but I'm sure I didn't get WORSE at the game. I just started strong because I was above average and then stabilized over time. Eventually it stayed consistent, but it started much higher than it ended up. Eventually my Trueskill lined me up with more consistently-challenging players and it made my stats less flattering but more accurate.
The same is probably true of most stats, so the FEWER games you play the greater influence your good games will have. The MORE games you play the more your stats will tend to level out.
Plus when Reach first came out a lot of people didn't know as much since it was still largely new. As people learn the game and get better at it eventually the people who were ahead of the curve are just more players.
Of course I suppose if you DIDN'T start strong your stats would only get better. I tend to be a bit more honest with myself than a lot of people though, so maybe that's why I can accept when my stats paint a crappy picture.
